Short-Term Scholarships for exchanges between Israeli and German civil society organisations

Israeli civil society is facing immense challenges—especially since October 7, 2023. In recent months, many exchange programs between Germany and Israel have become more difficult. Yet, meaningful exchange is more important than ever. With the short-term sholarships, the network aims to foster collaboration between democratic civil society activists in Israel and Germany.
The first cohort is set to begin in spring 2025. Applications are now open.







How can I apply?

In Israel you work in a democratic civil society organization or are active in one of the following fields:
- Independent journalism
- Remembrance culture
- Art and culture
- Combating hate speech and misinformation
- Promoting of democratic participation and inclusion
- Fighting racism and antisemitism, especially in sports
One important note: The organization you work for in Israel must be registered as a nonprofit, adhere to democratic principles, and respect human rights and international law. Organizations that are primarily funded by a governmental institution are not eligible.
If you meet these criteria, you can apply for the scholarships!
Next steps:
To complete your application, you need to find a partner organization in Germany, ideally in Berlin, that will host and support you during the exchange period. You are free to choose the organization, but it must also be a democratic civil society organization.
It’s important that you and your partner organization have an idea in advance of what should take place during the exchange and what goals you want to achieve together.

Together for German-Israeli exchange
Civil society cooperations are an important pillar of German-Israeli relations. Maintaining exchange, listening to each other, reaching out – especially now – this is more important than ever.
As part of the short-term scholarship program “Network Israel – Solidarity with the Democratic Civil Society in Israel”, civil society actors from Israel have the opportunity to visit and collaborate with German civil society organizations for a limited period of time. The aim is to share knowledge, develop joint projects, and strengthen existing partnerships.
As a network, we aim to provide a platform for the outcomes of these collaborations – thereby strengthening German-Israeli relations at a critical time.

Who can apply for the short-term scholarships?
The scholarship is open to individuals from Israel who work in a democratic civil society organization and are active in one of the following areas:
- Independent journalism
- Remembrance culture
- Arts and culture
- Combating hate speech and misinformation
- Promoting of democratic participation and inclusion
- fighting racism and antisemitism, especially in sports
A key requirement for applying is a collaboration with a German partner organization, which will serve as the host and main contact.
The scholarships are only available to civil society organizations that are registered as nonprofits in Israel, adhere to democratic principles, and respect human rights and international law. Organizations that receive the majority of their funding from a government institution are not eligible.
How does the application process work?
Applications must be submitted via the EVZ Foundation’s website. You can apply through this link.
Both the applicant and the partner organization must submit a joint application. At the time of submission, a binding commitment from both must be in place to ensure a successful scholarship.
What are the responsibilities of a fellow?
During their stay, the host organization will provide the scholar with a workspace and a contact person. The scholarship is project-based — participants will work towards a clearly defined goal, which should be developed together with their partner organization. Creative and innovative approaches are highly encouraged!
The experience and outcomes of the exchange will be shared on the network’s website and social media platforms.
When does the short-term scholarship take place?
The scholarships can take place between May 1 and June 30, 2025. The exact time frame is flexible and can be coordinated with the partner organization.
Until when can I apply?
For our first short-term scholarship cohort, the application deadline is April 17, 2025, (11:59 PM CET).
What does the short-term scholarship cover?
The scholarship includes the following financial support: Living expenses: €2,000 for a stay of two to four weeks in Germany (paid as a lump sum). Reimbursement of travel expenses: Up to € 1,000 (on presentation of appropriate receipts).
Do I have other opportunities to ask questions?
Interested organizations and individuals can register for an online appointment to ask questions on April 9, 2025. To register, please email info@netzwerkisrael.de. After registration, participants will receive a link to the online session.
